Visited on February 27 and did a short charge with eCarUp app, no issue.
The parking was completely empty, and no wonder at 1.80CHF/h 24/7. Makes this very unappealing for charging, particularly if you'd want to leave your car overnight.
There's no mention of communal parking cards being available.
Charger 1 is on a handicap spot. All have attached cables.
There are no usage instructions on the chargers, but you can use the pico QR to access the eCarUp ad-hoc payment page.
