Visited on July 12 and did a short charge with eCarUp app, no issue.
All parking spaces in the street are designated "Besucher", except the space in front of the charger which has an EV symbol on the ground.
On the pole it looks like there are 2 chargers, but on the left it's a placeholder. Only on the right there is a real station. There are no instructions, but you can scan the pico QR to access the eCarUp ad-hoc payment page. The screen is very dim and difficult to see in the sun like that day.
