Based on the coordinates on Tesla's website, it looks like it would be at the Caseificio. There's also the parking for the funicular a bit further east.
If it's here, then the charger can be used in either direction when driving over the pass, but only in direction south when driving through the tunnel, because you cannot re-enter the freeway north here.
