Visited on October 4 without charging.
The chargers are at the lowest accessible level of the public parking. There's a combined sign for handicap+EV at every turn, telling you both are at level 4.UG.
There's an even lower level in the parking but it's closed off.
Parking is paid, there's a parking meter at the bottom and at the top.
One of the electric cars was not plugged in. I reached out to BKW so they could contact their employee. They reported back that the employee apparently intended to charge, but forgot to plug in.
