The charger is freely accessible behind the building.
There's no sign on location, but based on the eCarUp page it seems like it's intended to be open to the public.
It's not clear if the parking space is kept available for charging or if it might be blocked by the owner or customers.
The CarUp pictures show the pico station with any cable or cable holder. Those must have been added later.
