Visited on May 4 and did a short charge with Swisscharge RFID.
The chargers are freely accessible in front of the multi-commercial building. Jetline seems to be the main entity there, but there are other companies, including a new "bio sirup" who were setting up shop.
They painted 6 parking spaces in green, but only 4 are currently equipped with a charger.
There are no special mentions for the EV parking spots apart from the EV logo. The other parking spots around either have numbers (presumably rented out to the businesses) and the spots to the left of the charger are generic "Besucher".
The fact there's also an EV flag seems to advertise this is open to everyone.
Parking seems to be free. There's a parking fee in the Swisscharge price after 1h, so I guess it's fine to charge for as long as you want since you're paying for it through Swisscharge.
