Visited yesterday without charging.
The chargers are named after the address "Rosenstrasse 1-3" on Swisscharge, but the parking actually seems to have a name, "Parkhaus Neugstadig" as seen on the price sheet.
The entrance is from the Gestadeckplatz. The exit is onto the Sulzbergstrasse. The foot exit leads directly to Denner and OTTO's, but there's also a door you can open with the ticket for the 24h entrance.
There are actually a lot of chargers and potential chargers in the parking. Spots 70 and 69 are painted for public charging, but only 69 is equipped with a charger. There is no QR code or Swisscharge instructions.
The other chargers are in the rented area. All the blue spots are private. There are chargers for 109, 99, 97, 96 and more pre-installed cabling for 111, 110, 100, 95, 94. Maybe a few others I couldn't see, I didn't check every private spot. None of the other public parking spots seem pre-wired.
There are toilets accessible from the staircase, but it says to ask the code at Denner or OTTO's, so unless you already have the code and it doesn't change you won't be able to use them outside business hours.
