The marker is placed in the middle of Via Pierino Tatti where there doesn't seem to be anything around. But the text address is Via Carmagnola, 6500 Bellinzona and there's a Migros marker here on Google Maps https://maps.app.goo.gl/ZQh1T6N7pA9QPXmz5
The marker has a picture and info announcing a (re-?)opening on June 27. I assume that's why there haven't been any other sessions yet, the chargers must be in the Migros parking lot which will be inaugurated along with the store tomorrow.
