Visited on September 7 without charging.
There are 2 EV spaces in the outdoor parking. The other spots have "VOLAND" written on them, in various states of disrepair. The EV spots also had it at one point, but it seems to have been intentionally erased, perhaps at the same time the chargers were installed. The spaces have numbers, but I didn't find any parking meter.
The bar is "open 365 days", but on Sunday that's only in the morning, so there was nobody except a car charging.
Because of the design of the sign behind the charger, I thought one side might be reserved for car sharing or something, but no it seems like both side are public.
