Visited on Sunday and did a short charge on the exterior AC.
I only looked at the exterior chargers. This area doesn't have any gate, you can freely drive to the chargers anytime. All the parking spaces are reserved for the personal, except for the handicap spot, the 15min-parking spot and the 2 charging spots. There's a sign forbidding parking to unauthorized people at the entrance. It's not clear if the chargers are open to the public or not, there is the regular Evpass ban sign above the chargers.
The interior parking has a gate and presumably a payment system with ticket.
