It's really not clear who is meant to charge here.
The location doesn't have a description on eCarUp, but they have enabled roaming and it appears in all charging apps. On eCarUp the owner information shows multiple names which I presume are residents of this apartment building.
There's no further information on location. The parking doesn't have any signage and the charger only has the NEOVAC logo and QR code for ad-hoc payment.
It's possible NEOVAC systematically enables roaming on all their chargers, because it's not the first time I find a networked NEOVAC charger in the middle of nowhere in front of someone's house.
