Visited on March 29 without charging.
The older AC chargers appears to have an attached cable. I couldn't check last time because a car was charging.
The newer 43kW AC charger was difficult to find because it was behind multiple dumpsters. It's on the south side, to the left of the big garage door.
Both chargers have the eCarUp code well displayed, so I guess it must be open to the public.
