Visited on May 20 and did a short charge with MOVE RFID, no issue.
The chargers appear to be public, but their placement in the middle of a very signalized private parking area make it a bit confusing. I was also not entirely certain where I should drive to reach the charger, because the lines and curbs are all drawn for the underground parking access. You just need to make sure nobody is driving up the ramp before turning across the path.
