Visited yesterday without charging.
There are 2 chargers at level -1 and 2 more at level -2.
Parking seems to be free. There are no barriers or parking meters, but also no sign promoting free parking. On the floor plan next to the elevator there's the parking payment machine symbol next to floors -1 and -2, but there no no machines at either level. They were probably removed. That sign also says the parking is closed outside of the shop hours.
The turning ramps that go down to the levels as well as all turns in the parking are quite narrow. The parking spaces for charging are no larger than regular spots and are even a bit more constrained due to having a wall to the right. The parking has the same layout on both floors and the chargers are in the same location on both floors. On -2 there's actually a spot for small cars instead of a wall to the right, so it's a bit better.
The parking entrance and exit for cars are not on the same side of the building.
The paint on the floor confirms there were free chargers here in the past since it's the classic m-way paint.
