Visited on November 2 without charging. Didn't see anything special, the charger seemed to be working.
There's a private sign partially hidden by leaves, that I think says you can only park here while visiting the businesses next door. But unclear whether charging is considered a destination in itself.
Since the charging spots are numbered, they most certainly are paid in any case.
