I didn't follow what was happening here in 2021, but the linked thread on the TFF-Forum has the answer: The location was originally open with "drop-in" V2 stalls and was then upgraded to permanent V3.
Something else visible in the pictures on the forum but not reflected on Supercharge.info is that there were originally 6 V2 stalls, listed at 125kW. Later there were only 4 V3 stalls.
