Visited on July 12 and did a short charge with Shell RFID.
The charger is accessible without gates and seems to be open to the public 24/7, but its location at a DMV and the tiny parking spaces probably don't make it very convenient.
There's a parking layout schematic next to the charger that I assume pre-dates the charging station, because it seems to say motorbikes should park where the charger is.
Even if you manage to fit in the space on the right, beware of the lamp, tree and parking signs that can all end up in the way of the drivers door 😬
There's still a CCV contactless reader on the station but it's not being offered as a start method.
