This location is documented on Chargemap, GoingElectric and AMAG Parking website. It doesn't appear in regular charging apps because it's free.
The location was added in March 2013 to GoingElectric and the oldest Chargemap comment is from December 2016.
The descriptions say the chargers are in 3.UG.
Originally there were only 2 charging stations on spaces 120 and 119. There's a picture of the original setup on GoingElectric https://www.goingelectric.de/stromtankstellen/Schweiz/Bern/Rathaus-Parking-Postgasshalde/1167/
A Chargemap comment from December 2019 says the stations were upgraded from 2 to 6.
Chargemap pictures show the new setup, all stations are now Zaptec. The stations are all next to each other, but the parking space numbers are not sequential on the wall. From left to right it's 421, 419, 417, 415, 120, 119.
Old and new chargers don't have attached cables.
A Chargemap comment from April 2023 still mentioned 6 chargers, but one from October 2023 says there are 12 chargers.
The AMAG website currently says that there are 9 chargers

An older version of the page from September 2023 said there were 6 chargers and mentioned a registration required on evpass, but I never saw these chargers on evpass app:
