Visited on June 10 and did a short charge with M-CHARGE RFID, no issue.
It was busier than I would have liked. I was not able to take good pictures, nor test the full capacity of the charger.
The DC chargers are in fact outside, immediately before the ticket gates.
It doesn't seem like the charging spots are subject to the parking meter, as they have completely separate horizontal and vertical signage, and there's no parking meter symbol on that sign.
My test did not slow down the car next to me, they were charging to 100% while waiting in the car, for some reason.
Yes, the van was electric and in charge!
